The ones who are not able to complete the forms are getting truncation errors or freezes. Some cannot upload files while others can. I am talking about more than 20 complaints in a couple of days and who knows how many give-ups.

I cloned your form and did a test submission, it went out fine. Although it takes 10 seconds to upload the PDF file. It is possible that the file they are trying to upload are too big which is why it is taking a while for them to be able to submit the form.
You might want to suggest to clear their browsers cache or try another browser. For now, I will clear your form cache so that your forms will be refreshed from our servers. Also, if the user try submitting it and it was not complete, it might go to Incomplete Payments (http://www.jotform.com/help/272-Paypal-Incomplete-Payments-FAQ).
If the issue is still happening, please get back to us with a screenshot or error image that you're getting.
