I checked your form and it appears as though the field you are trying to unrequire is not set do be required:

If those two selections are made, Engraving line 4 will not be required to be filled.  However, it is not required to be filled to begin with:

So there will be no change in your form.

If you have any further questions regarding this, let us know and we will be happy to help.

As my colleague had mentioned, you need to set the line 4 field as required in order to make the condition work since if you leave the field as unrequired then the condition is useless because the field is already unrequired.

I've created a cloned version of your form here: http://form.jotformpro.com/form/51004748359962 so you can see how it works.

Let us know if this is how you want your form to work. Also, feel free to clone my version of your form if you want to.
