I am trying to send an email notification to an email other than the default email and it is not letting me. I enter it in on the email recipient page but when I send the test, it says that a test email has been sent to the default email. How can I change this, or even add a second recipient?

Unfortunately you can not change that. Test the email alerts using "Test Email " button will always send the email notification to the email address associated with the one on your JotForm profile.
In order to receive submission to recipient Email address you need to submit the form.
