I set up an integration with dropdox but it seems to only be sending a PDF of the form and I would like the actual files sent to a dropbox folder. Is this possible?

File attachments should also be uploaded to Dropbox via the integration. In fact, this is the main point of having it. When I tested the integration with a clone of your form, both the submission PDF and the attached file did indeed come through:
If the files are not coming through, I would recommend trying to remove the integration then set it up once again.
As far as I can tell, it should be working.
If the files still do not come through, let us know and we will be happy to have another look.

Thanks...I just tested it and it did work. Is there anyway to go back to an existing submission and edit and resubmit and have those files show up in Dropbox?
I think that's what I did on the last one before and it only included the PDF

Glad to hear that it is now working. Unfortunately, it is not possible to forward old submissions through to Dropbox. You would need to manually download them then upload them to the appropriate folder in your Dropbox account. I know editing and resubmitting works for Google Drive but I am fairly certain it does not for Dropbox.

I tried setting up a google drive integration and re-submitted, but didn't get any files synced to my google drive folder

Unfortunately it may not work for either it seems. You will indeed need to manually copy the attachments to your Dropbox/Drive account if you would like the older ones included. If there is anything else we can help you with, let us know and we will be happy to see what we can do.
