I am a teacher and would like to create forms that are basically quizzes for students. The problem is, their own teachers need to be the ones to grade them, so they would need to be able to send their completed forms the a specific email address. Ideas?

Yes that is possible, there's two ways that I can think of.
First method is specifying an email list in a drop down and sending email notifications using an Autoresponder, here's a guide for that: http://www.jotform.com/help/26-Creating-a-Form-Autoresponder.
Second method is using conditional logic to specify to where to send the email notification depending on the user input, here's a guide for that: http://www.jotform.com/help/167-How-to-send-to-a-specific-email-address-based-on-a-selection.

I don't see that either of these will work. Is there a way for the responder to CHOOSE who they want to send it to and not base it on their answers or the conditions?

If the list of conditional recipients is predefined (based on the drop down selections for example), then you will need to use the second method recommended by Charlie.
Otherwise, if the email recipient field is manually filled in during submission, you can use a simple Autoresponder. Please see the next guide to get the idea:
