Can I create a form for my office that all staff may use? If so, how do I make it accessible to all?

Your forms can be used by as many people as you would like.  Just send them a link to the form or embed the form to a webpage and they can fill it out from there.

If you are trying to give them access to edit/view the forms and its submission, you can share it with them as a sub-user:
