Yes, you can.
As soon as you have created your account, you have created your developer account as well.
The way this works is that you create a widget and as soon as you do, it is added to your account for you to use it.
Once you are satisfied with it and believe that it will work for you, you can submit it for review and our team working with them, will take a look at it and if approved, it would be available for everyone.
Until it is approved, it would only be available within your own account.
