I have done this many times before but for some reason I cannot get by form to send to the mail address I wish it to go to , I am getting the notifier. Is there something I may have done wrong is is it a system error.

I can see that you are using 2 email recipients in your notifications. I can also see that they are separated with a comma and a space, which is correct. The emails associated with the notifier is not on the bounce list.
Based on these email logs, you are getting the notifications on the 1st email:
[2015-05-03 09:11:28] Submission #306467886012225616 Form #51222470978963 SENT to cop*****@tal*****.net from firstname.lastname@example.org via AMAZONSES
[2015-05-03 07:14:44] Submission #306460883012779158 Form #51222470978963 SENT to cop*****@tal*****.net from email@example.com via AMAZONSES
But when I checked the 2nd recipient's email logs, I found nothing. My conclusion is that, the 2nd email is invalid. Can you please double check if that email is working properly.
