Can you create sub divided groups that work with something like a radio button. So that depending on what option you select it drops down specific choices tailored to each of the radio button choices?

Yes it is possible to achieve your requirement.
You should actually add multiple dropdown fields in your form and add conditions to show / hide the appropriate dropdown based on the selection of radio buttons. The following guide should help you on how to add conditions in form: http://www.jotform.com/help/57-Smart-Forms-Using-Conditional-Logic
