I've set up a paypal payment form for my employer's website. With the starter account are we able to process 100 payments (aka 100 submissions) or does the fact that the form redirects to paypal limit it to only 10 (aka receive payments). Our goal is to have the customer fill out their information on the site, upon submission be redirected to paypal to make their payment, and then once the payment is made have the ipn post notification signal sent to jotform which sends the information that was previously filled out on our site to a given email.

With the starter account you have a limit of 10 PayPal submission using jotform, this means if you exhaust you 10 Payment quotas you wont be able to submit any new payments until the quota is renewed the next month.
The IPN will work for the starter account.
