I only have 87 submissions for the several years I have used this account I cannot understand how I reached my monthly limit

Hi,
If you have embedded your form using the secure embed code:
http://www.jotform.com/help/63-How-can-I-receive-SSL-Submissions
It will use SSL based submissions. For Free accounts, we limit SSL/payment submissions to 10 per month. You are currently at 11.
I checked your page and it does not look like you used the secure embed method. Is there another place you have embedded your form or possible sent it via email using the https link?
In any case, I went ahead and reset your limits to give you some time to get this sorted. Keep in mind we can only do this once per account. Should you go over your SSL limit again, you would need to upgrade in order to restore your forms.

Thank you and your 100% correct, the new form I made I checked off the secure embed method in error and I corrected it, I think. Thank you again for understanding and letting me know what I did wrong You guys are GREAT!

One last thing, I keep checking to make this unsecured but when I go back to look the secure method is re checked, it will not stay unchecked this is on the foster application form

Checking or unchecking the secure form box will only adjust the embed code you are given. It does not change whether or not the form uses SSL. You would need to change the embed code or link to your form in order to change it back to using regular submissions.
For example, this link would use regular submissions for your form:
http://www.jotform.com/23003139268145
And this one would use SSL:
https://secure.jotform.com/23003139268145
If your forms link starts with https://secure, it will use SSL submissions no matter what is checked in the form builder.
