Hello RuthFisher.
1. If you want your users to be able to save a partially filled form and go back to complete it, please take a look at the following guide:
How to Save Forms to Continue Later
2. If you are wanting to come back later and edit a submission that is already submitted, you can just use the {edit_link} option in the Email Notification.
3. If you are wanting your users to start agin at the begining of the empty form after they have submitted it, you can use the link to the start of the form as your custom thank you page:

Thank you for your response.
If the form cannot advance due to documents that need to be uploaded or compulsory questions that need to be answered. Then how can the person completing the form, press the submit button?

You can sue the Auto Fill Feature, this is perfect for long surveys, this feature will make the form to autofill with the last updated info, if users accidentally close the windows or refreshes the screen while filling the form out, the info will be still there.
