If you are near your account limits, you will receive an email about it, when you finally reached your limits, your forms will temporarily be disabled, which means no new submissions will be received. You will then need to upgrade to a higher plan, BUT if you do not want to upgrade, you can wait for the counters for your submission limits to reset back to "0" which happens every 1st day of the month.
Please do take note that the monthly resets happens only for submission limits. It is a different case when you reached your Upload Storage space limit, if you reached it, you will need to delete submissions that has file attachments on them to free up space, OR you can upgrade to a higher plan instead.
Visiting the form URL cannot be counted as a submission, therefore it does not affect your limits. The user needs to click submit to count it as a submission.
