Is there any way to add a CC to a email once it's been submitted? Basically, once someone fills out the form and the intended recepeint gets the email, is there any way to add a "CC" to a response of that email?
If I understand correctly, you would like to have submission as a copy, to another email address.
If this is the case, you are able to send notifications to multiple recipients, not just the intended recipient. Please find inside this guide a step by step instructions on how to achieve this:

If I understand correctly, you wanted the submission Forwarded via Email.
You can Forward the submission data using the Email Forward option in the View Submission page of the form.
You can use the Reply and Forward Email options.
You could also be referring to the Autoresponder E-mail.

I really appreciate your quick response to this question, but unfortunately, it's still not the exact answer i'm looking for. Basically, the person that received the submissions, when she replies to their response, they're wanting it to be CC'd to another email address. Am i correct to think that would be outside the realm of JotForm? Basically, the recipient, instead of adding the CC manually, is there a way that Jotform can auto-populate the CC for them?

I do not think that we can add the recipient into a CC field, but we can list multiple recipients in Reply-to Email field. So you will hit the Reply button in email client and multiple To addresses will be automatically filled.
Here is an example where we populate a hidden field with submitter's email and another predefined email. Then, we configure Reply-To Email option on the Email Notification to use populated Reply field.
