i am getting form over quota message, but my monthly usage says 41 out of 100 used. Can you please help to reset it?

The issue is related to account upload space overlimit. You can delete some form entries from Submissions page in order to delete associated files and clear your space quota.
Note, that upload space is used only by submissions with attachments. The entries are being deleted permanently, so it is recommended to backup the data before removing it.
