I am trying to create a new form but I am unable to drag and drop form elements from the left side of the page into the form itself. I can click them and they are inserted into the form, but once in the form I am unable to rearrange them using drag and drop. When I click and drag the form just highlights everything on the page as if I am trying to highlight text to copy and paste.
I am using the latest version of Chrome.
IE works just fine.

Add the field to your form first by clicking on it, then once it is added to the form, you can drag the field itself. I checked to make sure I was still able to move fields that were added to the form around in Chrome and it appears to still be working.
If dragging the fields added to the form does not work for you, try clearing your browsers cache/cookies then logging back in to see if that fixes it. If you are still unable to get the fields to be able to be moved within the form, let us know which version of chrome you are using so we can test it on our end.

I can easily add the fields to the form, but once there I can't rearrange.
Just restarted, cleared cache, cookies etc. and it still doesn't work.
Version 43.0.2357.81 m
Could a Custom CSS injection be causing the problem?

Are you having this issue on a specific form or is it with any new form? If it is with a specific forms then we can inspect it further, but from your screenshots it seems that you are having this issue even with blank forms.
I cleared the forms' cache.
I will forward this situation to our developers so they can analyse better this situation.

It's happening on every form.
Another thing I just noticed. When I hover over a field, the settings and delete icons don't show either.
I can right click and get to those areas, but something is restricting the default functionality.
In the attached screenshot, my cursor is hovered over the "Name" field.

This is very odd behavior indeed. As my colleague stated, there is a ticket opened to see if our developers have any further insight. Since neither of us were able to reproduce the issue on our end, maybe the developers can give you a better guess as to why this is occurring. For now, I would recommend using the browsers that are functional for you.

The problem is related to your browser's version. I would recommend you to use Firefox for form editing instead. Another solution would be to upgrade the Chrome.

Chrome says I'm using the latest version.

OK, thanks for showing, I'll might have to send a note to our devs to find out if the issue is with Chrome itself or with our form builder.

Are you using a touchscreen laptop to work in the form builder?
If so, please try to disable the touchscreen (in Chrome) by following the steps provided here: http://www.david-tec.com/2014/05/Using-EPiServer-7x-and-Chrome-on-a-a-touch-screen-laptop/

Thank you for letting us know it had worked on the suggested option by Raul.
There was a ticket report submitted about the issue mentioned here. Our dev will update this thread when they have news on the status of the ticket.
