EX they can add a note associated with "firstname.lastname@example.org" saying something like 'did a phone interview with this prospect and determined him inapplicable for these reasons'. Unfortunately, it is not possible to add notes on the submission. Although, it would be possible if you'll be adding a hidden form field like a text box to add notes. But my best recommendation would be to integrate Google Spreadsheet. Add an extra column for the notes.
