How to link a word document or pdf in the main web form page

I would like that any person that get access to the web page could click and download a form (word or pdf) to be edited and be uploaded later on the webpage.

There seems that there is only a way to add URLs but I can't find how to link it to any other format.

Any hints on how to do this?
