Can I have two submission options on a form - one that directs to PayPal and one that simply submits the form?

I am able to place multiple "submit" buttons in the form, but they both direct to PayPal when they are clicked.  I'd like to have one of them simply submit the form just as any non-product form would do, so that if someone is not ready to pay, they can still submit their order form to me.  Is this possible?
