At checkout, Paypal won't let me check out without creating an account.

  On Adobe Forms, that option was always available.  Have I set up Jotforms incorrectly?

I'm not sure if I understand your question correctly. You mean in adobe forms you are able to checkout or purchase items on Paypal as "guest" or without logging in? I think this is a Paypal restriction rather than with Jotform. I can see that your Paypal payment config is perfectly fine.
