I want to create a form that someone outside our domain could complete, be reviewed by designated users, and then either approved, rejected, or returned for revisions. Once a form is submitted and is posted in the Google spreadsheet, can we send the original submitter a like to see the form in webform format and allow him to edit his content/answers?

Thanks for contacting us.
You can add Edit Submission Link in your Notifier email. Once you have reviewed the submission of your client/user and found that it needs to be returned for them to edit you can provide the Edit Submission Link to them. To add Edit Submission Link, just follow instructions below.
