I think I know what the problem was in that i checked off the Secure box under embed forms.
That's when I received form overload. So I went to uncheck, but the same message pops up. And I have had less than 25 submissions this month.

Since you had already exceeded the SSL limits (10 only and already have 14) for the FREE account, the account was now on Overlimit Status. This is the reason forms are now alerting as over quota.
For this one time only, I have manually reset your SSL submission counter back to zero(0) again so that we can reinstate your account. Please take note that we grant this privilege once only for an account.
Should you exceed again any limits for the Free subscription, you may need to opt for the next higher plan to have expanded limits and continue getting form submissions.
You may login at http://www.jotform.com/login and check your account status again.
