My screen does not show an edit button. It shows a "download pdf" button in the same location where the "edit form" button should be. Is this because we imported the forms from Adobe Form Central?

This is not shown for uploaded PDF forms because they cannot be edited using the form builder. You would need to use a 3rd party software like Adobe Acrobat to make changes in your form and upload it again to your account.
The edit button is to edit online forms which can be also imported from AFC.

Thank you. I know how to edit form in Acrobat but I want to manage confirmation emails and administrative notifications when submissions are received. How do I manage that?

Unfortunately, those features are not enable for PDF forms.
All notifications are sent to the default email address.You can though create reports, manage submissions, enable or disable the form.
In order to have these abilities, you would need to create an online version of the form and then convert it to PDF.
