I've been working with the IT department at a TV station that is trying very hard to use the file upload feature on my form, but without success. I've tested the form from many different connections myself and it works fine, but they are unable to have a successful upload.

The issue might be related to unstable internet connection or something else. I was able to attach a 250MB file without any issues.
You might consider trying Single Upload fields. They might be more stable for large uploads. Note, that upload process is being initiated after the Submit button click when you use the Single Upload fields.
