I seem to have quite a few people with pending submissions for our conference. The explanation on the page is not very clear. They come up under the incomplete payments. Why are they "incomplete?" Did PayPal not confirm the transaction?? What do I do?

I suggest reviewing also our guide about -Paypal-Incomplete-Payments-FAQ
To simplify also, Incomplete payments are form submissions that were not successfully submitted or completed.
The end-user must have abandoned or did not proceed with payment/s when in the Paypal payment screen already after they submitted the form.
So this submissions will end up in the form's Incomplete Payment inbox.
