Header column modifications

I have a report with 36 questions with 3 responses each (plus 36 narrative fields).

The data export file shifts from labeling the header row with the question title (see cells AN1, AN2, AN3) below to a generic labeling of the questions title (see AR1, AR2, AR3).  The generic labeling continues through a series of 36 communication items.   Issue is that with the generic title I cannot build analysis tools without knowing the specific question title. 

QUESTION:  How do I adjust the data report to consistently report the question title?
