They are coming in every few seconds. So far all but three that we tested have been blank. We don't usually get a lot of online apps. We have gotten about 15-20 in the last year.
can someone please look over our account to see if we are having an issue. The IP address we have had submissions from are 22.214.171.124 on 7-1-15 and 126.96.36.199 7-1-15 and 188.8.131.52 7-6-15.

I just filled out an app and submitted it.
once we hit submit it give an error from Adobe Unable to locate the form, because the FDF lacks an /f key. If the FDF came back as a result of a submit from PDF form, then the URL is probably missing "#FDF" at the end.

I have checked your account and I noticed that you have a lot of blank form coming from same IP address. Probably one of your users submitted form multiple times without filling the form.
Error that you have mentioned is related to version of Adobe Acrobat Reader you are using.
I recommend you to try to update your version of Adobe Acrobat or contact Adobe support to see if they are more familiar with this kind of problem. Beside Adobe Acrobat Reader we can also recommend Foxit for submitting Fillable PFD form.
