Trying to clone my form to my partners account. I thought I just copied the URL?? His account is a free version. I am unable to use my form URL to build the form for him. Why?

Hi,
If you wish to share your Form to another JotForm account as a sub user, you can do that by following this guide: http://www.jotform.com/help/232-How-to-Share-Forms-with-a-Sub-Account-User.
If you just want them to clone your form, they can do that by giving them your form's URL, they need to follow this guide on how to clone your form using the URL: http://www.jotform.com/help/42-How-to-Clone-an-Existing-Form-from-a-URL.
We can also transfer or move the form to another JotForm account upon your request, to do this, make sure that you are logged in to the account where the form is, post a request here like this "I would like to transfer or move the [title or Form URL here] to [username of the target account]."
Please note that moving or transferring of a form will include all the data on it.

Jot form my two team members have followed the steps that you provided for them to import my form but we get an error message that says:
Something about the link not working
FORM NOT FOUND, FORM ID IS MISSING OR IRREGULAR.

This is because you are sharing the custom URL that doesn't have the form ID on it.
You need to share this instead: http://www.jotformpro.com/form/51886150413958
You can find it directly when you click the "Preview" button in the form builder. Here's a screenshot with an example.
