Accessing top of forms to edit

Recently we migrated over some of the forms we had originally created in Adobe forms to your program. When trying to amend the top of the form where our logo is placed I can't seem to view or access the tools /edit buttons that are typically at the top right of each section of the form. (See photoAccessing top of forms to edit Image 1 Screenshot 20)  Is this a weird think with my monitor set up or is there something i need to do to adjust. I am currently using Chrome to access the forms because when I used Mozilla or Explorer i could not scroll along the form, meaning that there was no right hand scroll down or ability to move from one section to the next in the form and i had to use the arrow key to go through each line.

I have no problem accessing the form using Firefox, dragging and/or moving fields are working fine:

The top part is caused by the adjustments made in the form, especially the margin. You can right click to view the field options.
