Are only certain browsers supported with the tool? I seem to be having an issue with Chrome/IE.

The import tool should work properly from Chrome. I never recommend using IE. Are you trying to download the import app or use one of the other tools?

So it looks like you need to download an export application tool. Is that correct? My company's system admin has this blocked so I would have to work with them to do the download.

Yes, the tool to import your forms and data is indeed a downloaded application. We had a web based version but at the request of Adobe, changed to a local version for better security.
