when a user clicks on our tr02 Pro Certificate questionnaire, it says the form is closed and she cant use it. How can i fix this problem?

I checked your form and it appears to be available.  There are no limits set for submissions, it is set to enabled and your account is below its limits.  Is it only this one person who is unable to use the form?  I checked a few of your other forms to make sure there were no issues and they all appear to be active and usable.
