Why doesn't my "submission date" field and "submission date" auto stamp match?

This question is about the form - http://www.jotformpro.com/form/51747617194968

If you go to the bottom of the form and open the "for internal use" only tab, you'll see I've set up the Submission Date field to prepopulate with today's date.

However, when I submit a test form, this value doesn't match the "Submission date" auto stamp.

For instance, in the recent test form I submitted, the submission date auto stamp (found at the top of any submission records) reads "2015-07-15 22:16:11".

However, the submission date which was prepopulated into the Submission Date field on the form is "Thursday, July 16, 2015" (found at the bottom of any submission records).

I suspect this is a time zone issue.

How can I change things so these dates always match?
