The PayPal integration has been very fickle. Once in a while I get through to a payment page. Usually my users or I (when testing) get the following message "Return to Merchant." I first duplicated this from a working form. Have since redone it from scratch. Still not working.
ANY comments or help appreciated.

I have resolved this by looking back to last year — noticing I got the same message, and following BDavid's suggestion:
