It is not possible to have two page breaks on the same page as each page break created a new page.
An alternative it is create a page for your submit button differently and have your last page skipped depending on the option selected.

I used the example on the VAT question, if you select yes, when you click next, you would move on to the next page, however if no is select, it would skip to the final page that displays the submit button.

I don't think that would work for me, I just tested it and it required clicking next twice before the submit button. Ill think of a way. Thanks
