The difference between the two is that the first will show the image HTML element <img> which would show the image in your email, while the first one would create a (link) HTML element <a>.
Unfortunately in the text variant, the HTML <img> would not work, so the {IMG:uploadFieldTag} would not work, while the {uploadFieldTag} would simply give you the text version of the URL.
Based on that, you are correct in your question, former is the URL and latter is the image and you could only get the URL in the text email.If you have any other question in regards to this, please feel free to ask and we would be happy to assist and answer the questions :)
