Is there a way to remove the add button from the list? I do not want them to be able to dynamically add the number of entries

To my understanding you mean that you want to remove the "add button" from your configurable list widget if that is correct?
I believe it should be possible to hide it. However, I we wouldn't recommend it since it's not ideal for the purpose of the field because then you would not be able to add additional rows if more is needed to be added to the list since hiding it would disable that ability.
May I ask what the reason is that would make you want to remove it?
I am web merging some forms into a PDF document, and the PDF documents are different based on the number of children the people post. I have a question "how many children do you have" that automatically populates the form with the amount of children info boxes and in turn sends the information to the appropriate PDF based on their answer. I want to use this because it's neater, but if they can change the amount of rows it doesn't leave me the control to send the form. I'm not sure how else to route the info.

Set the maximal row to the same value in the minimal row and that should do it.
