It also happens to Word files. It's quite severe as I need to send emails to all of our clients asking for those files again.

I assumed that this form, http://form.jotform.me/form/52153000136437, is the form you were implying. I tried to download some pdf submissions that were uploaded but it downloaded successfully. However, I encountered an error when I tried downloading the .doc files. Is this what you mean? See screenshot below.

Registration number is pouring in and there are many of upload file can not be download. It doesn't seem to relate with type of file. Sometimes its .doc, .pdf or even image files.
I did clear cache but the same problem remains.

I'm sorry for the trouble caused to you.
I did check last several submissions you have received in your form and found that file uploads in most recent submissions were successful (except one) but there are several submissions form last week which I was unable to download.
Few of them I am listing here:
I did try to recover these files on my level but was not successful. It seems these files were not uploaded successfully and most likely you will have to ask your users to upload the file again.
I am also reporting it to our back end team to see if these files can still be recovered. We will get back to you as soon as we have any update on this.
