Once a user-taker submits a survey, can a pdf copy be sent automatically to several email addresses?

Yes that's possible. You can have the email notifications sent to multiple email addresses. https://www.jotform.com/help/39-Send-Form-Emails-to-Multiple-Recipients.
To attach the PDF on email, simply check the Attach PDF option you see on the recipient details on your form notification.

Unfortunately, renaming the PDF in the notification email is not possible at this time. The string of number in the file name is the submission ID.
You may consider integrating the form to Google Drive and use custom folder name:
You will have to get the PDF from your Google Drive account.
