Can I have a form that one person can continue to add like a tally sheet

Could you give us more information on the process flow of your form?

I'm not sure if I understand it correctly. Probably a step by step on how the form will be used?

If for a tally sheet, you can try using our Matrix Field and perform calculation on it to tally, or the spreadsheet widgets here:

If you want to display the list of submissions in your active form, that's possible by creating an HTML Table listing report, then embed it to the form itself using the "Text" field or the iframe embed widget. Every time a new submission has been made, it will show the results in the form itself.
