Hi: This is a pretty simple questions. Apparently I'm currently "locked in" to my current plan, which is Premium monthly. If I want to switch to Premium yearly (not really an "upgrade"), do I have to do this before the 15th?

That is correct, you must do the switch before the pricing structure changes.
