Unable to create new forms

      Further, in the "create" mode, I am unable to scroll up and down to create and fix anything.

    Hi there,

    Here is what my screen looks like and I am using Explorer 11 and Windows 10. I am unable to scroll down to make adjustments. I probably have a setting wrong or something.
