Monthly submissions are calculated on a per account basis (as opposed to per form). For example, if a Free account has 100 forms and just a single submission was made via each of those forms, the quota for that calendar month would have been depleted. Moreover, once either the regular or secure submission quota has been reached, neither type of submission will be possible until the start of the following month unless the account is upgraded. So, there could well be situations where a Free account that has received no regular submissions is disabled for the remainder of a calendar month because all ten of its secure submissions have been used.
