I am trying to import a form into my account from a URL using the above instructions and I keep receiving an error message:
"Form not found: Form Id is missing or irregular"
Other answers here say that one must use the actual url, not a custom one. But, this appears to be the actual url: http://www.jotform.us/rssllrich/VCSL_Workshop_Application

I see you are attempting to clone a form from a custom url and that is the reason this is not working properly for you.
You need to have the form id an not the custom url at the end of it which is what you are currently looking at with that url.
Standard Form Url:
http://www.jotform.us/form/43574690193159
The Form ID for the Form in your case is 43574690193159
Custom Form Url:
http://www.jotform.us/rssllrich/VCSL_Workshop_Application
The Custom Form ID is VCSL_Workshop_Application (name) and the owner is rssllrich
