nor do I wish those people to access it. My problem is that I am unable to set up a new account using the same email address. How do I get around this??

Are you sharing your form with other sub accounts?
By default any new form created is not shareable by default so it wont be available to the other users unless you choose to make it so.
Email addresses are unique to each account and cannot be used to create another on jotform, you can change the email address of the old account to a different on you will then be able to register a new account with your email address.
To change the email access your account profile settings as shown in the screenshot below.
