Can I return the form Approved or Not Approved

We would like to and a return feature on the form that the administrtor can approve or not approve the information given inthe form, is there a way to do that wtih Jotforms?

Yes that's possible using this app. This will allow your admins to approve or decline submissions sent to you over email. http://apps.jotform.com/app/submission_verifier. Just define the admin email as the recipient.
