Charging extra shipping based on international

I have searched this and seen that Jotform does not have the ability to define a differing DOMESTIC and INTERNATIONAL shipping cost. I'd prefer to keep all the calculation in the form vs. in PayPal if this is possible. I'm wondering if there might be a way to have a "New Product" called "International Shipping Surcharge" and have that apply only when the country selection is not equal to Canada?

Currently Canadian provinces are shown in the form on condition that Canada is the Country selection; this is for tax calculation which seems to work well. If a distinction can be made, the desire would be Canada as a class  and International as another class.

Unfortunately, this option/feature is currently not possible using Paypal payment tool. If you want to implement this logic, you will need to create your product separately then compute the total using the calculation field then pass the total value to the Paypal payment tool.
