PayPal not showing up on my form.

According to the "Payment options", I have already chosen a payment option, although it does not appear on the form.

I tried to drag the PayPal button to the form, when I got this message.

I did check your form and found that you have not added any PayPal payment question. It seems you have added a Purchase Order question which is very much visible in your form. Please check the screenshot below:

Since it is not possible to add more than one payment question in one form, I would suggest you to delete the purchase order question and then add PayPal question. Please check the screenshot below:
