The upload link is not available on the page ( even after scrolling)- any other options

Unfortunately, the import PDF is not available anymore. That is primarily released for Adobe Form Central Forms imports. You will have to create the form in the form builder for this reason.

You can now upload your fillable PDF forms to Jotform. The upload PDF button on the following page is now re-enabled.

So when you click the Import Your Forms button, select Upload PDF Only to upload your PDF form.
