Some individuals who are registering for our convention via our JotForm are being charged multiple times. Is this an error with JotForm or PayPal

Apologies for the inconvenience.
I'm checking your account and the submissions of that form, I did see that there are some duplicate submissions like submission from "Shirley" and "Asheigh". However, those submissions were completed on a different time, some had a difference of minutes, others are hours.
Each of the submission also has a unique submission and transaction ID which means they have been submitted successfully on a unique instance. If it is possible, can you ask the users who are multiple charges if they have submitted the form multiple times instead?
If you are still continuing to receive multiple submissions and charges, we can forward this to our developers for further checking. But please do check if the users are doing multiple submissions purposely.
You can also try removing and adding the integration again just to make sure.
