Can you please provide a bit more details on this request? Would you like to restrict submissions without payments if the total amount is greater than 0?

You can use the hide/show field conditions on the product list to show the submit button if a product is selected. If no selection is made the button will be hidden by default.
Additionally you can also set the product list to be required so that at least one selection is made before submissions.
